The Tap Tempo sets the delay time on the amp. If you tap the button in time with the song you're playing, then the delays will be in time as well.
Some Line 6 amps (the Vetta for sure), will actually allow you to assign note lengths to the tap. For example, you can set it where you tap the button in time, but the delays come out as half notes, eighth notes, even dotted sixteenth notes.
Obviously, it's only useful if you have a delay on.
