easiest way to cut rolls of velcro into small strips?

Hello,
Trying to cut rolls of industrial strength velcro into small strips. Scissors won't cut it. Box cutter works for a while but it is extremely painful. Tried a big paper cutter but it gets so covered with the glue that it needs to be constantly cleaned off.
Is there a better, easier way?

Fiskars rotary cutters won't do the job. YOu'll want an Olfa. Here's one link (or search "Olfa cutter")

My friend was cutting fabric on the self-healing mat normally used with rotary cutters. Using her olfa she cut through the fabric, the mat, and into the linoleum floor, thinking all the time "This fabric is really tough". lol. Ok. so let that be a lesson to ya.
I've never had velcro that didn't cut with my kitchen shears. If you could get some scissors with some leverage and some 'bite', they would be easier than a rotary cutter if they would work. I can't tell since I'm not there with your velcro. But maybe after this answer you'll want to invite me over for a velcro cutting party..k? 
My kitchen shears are Cutco and pricey, but I'll bet an online search would find some reviews for good ones.
